macOS builds are signed with a Developer ID and notarised, with the ticket stapled. The app opens on a double-click; there is nothing to allow in System Settings.
Before this, releases were ad-hoc signed. Gatekeeper refused them for the reason it actually was — no notarisation — and the user had to go through Privacy & Security → Open Anyway. The Homebrew cask documented that in its caveats, and deliberately did not strip the quarantine attribute on the user’s behalf.
Stapling matters as much as signing: approval no longer depends on the machine being able to reach Apple.
